That might be correct, but GvG is probably not the way to start into PvP for a new player unless you want to make them see what a real spanking feels like.
And while you are totally correct about the level of competition in RA, there's ONE thing you can learn there if you're new to PvP: The pace of PvP, which is totally different from PvE. However, I'd agree not to spend much time there. A few matches, maybe.
Team Arenas are the best way to get into PvP, I think. And then, move to HA when you feel comfortable enough to handle a higher level of competition. Learn to play the most popular builds there and run them for a while before you start creating your own builds.
And yes, if you can win some games in HA, you might be ready for GvG, too.
